Charter Transition TeamIn November 2006 voters in Ulster County approved a Charter form of government. The Ulster County Legislature, and specifically the Charter Transition Team, is working to make sure the changeover is as seamless as possible. On January 1, 2009 the first County Executive will take office, greatly changing the role of the County Legislature . The County Executive will assume most of the responsibility for day-to-day operation of the government. The Charter clearly defines the policy-making powers of the County Legislature . Legislators will continue to set policy; adopt local laws and personnel policies; approve budget and expenditures; and appoint legislative boards and commissions. In addition, the Legislature will confirm all appointments made by the Executive. An important function of the Charter Transition Team is to generate an Administrative Code which contains the details behind the Charter which must be adopted by the Legislature as a local law. The Administrative Code will lay out in greater detail the County Government's administration and may contain revisions, simplifications, consolidations, codifications and restatements of special laws, local laws, ordinances, resolutions, rules and regulations consistent with the County Charter. Another function of the Charter Transition Team is to assist in the codification of the Charter and Administrative Code. The Codification process arranges the Charter and Administrative Code into a systematic ordered code. Codification makes the document easier to use and to locate information. The purpose of the Charter Transition Team is to ensure a continuity of government services. To that end, we have called upon various county departments to assist. In an effort to keep the public fully informed, we are posting the Codified Charter on the web site. The text of the Codified Charter remains the same as the Adopted Charter.
