Budget and Finance

To recommend the Legislature’s position on all budgetary and financial matters of the County. To review contracts pertaining to the following departments: County Clerk, Finance, Comptroller, Purchasing, and Real Property Tax Services. To approve all resolutions with financial impacts to the County.

Economic Development and Tourism

To set legislative policy for all aspects of Economic Development, Tourism, Planning. Responsible for issues pertaining to: Industrial Development Agency, Ulster County Development Corporation, and Public Transportation. To foster relations with the County and local Chambers of Commerce.

Government Operations and Efficiency

To evaluate government operations and making recommendations to the Legislature on changing County policy. To develop a method of seeking out waste and inefficiency. To make recommendations to develop and increase a more efficient manner in running County operations. To review interaction between County Departments, the County Executive and the Legislature as related to the Charter. To have original and supplemental jurisdiction in all matters that pertain to County policy.

Governmental Services, Environmental and Administrative

To set policy and review contracts pertaining to the following County Departments: Board of Elections, Consumer Fraud Bureau (including Weights and Measures), Human Rights, Information Services, Insurance, Personnel and Safety. To review and maintain the Rules of the Legislature and to review and approve all local laws. To approve all late resolutions, considering lateness and content prior to submittal to the full Legislature. To set policy pertaining to environmental issues and to review contracts pertaining to but not limited to the activities of the Ulster County Resource Recovery Agency, Department of Environment, Environmental Management Council, Forest Practice Board, and Soil and Water Conservation District.
