HOW TO APPLY: Complete an
SUBJECT OF EXAMINATION: There will be no written or oral test for this examination. The only subject of examination will be an evaluation of your training and experience. You must submit an application and all required credentials to the Ulster County Personnel Department. If you meet the minimum qualifications, we will send you a questionnaire which will request detailed information regarding your training and experience. You must complete this questionnaire and return it by the date specified. It is essential that you give complete and accurate information on the application form and on the subsequent questionnaire. You will not receive credit for vague or inaccurate information. Candidates who submit incomplete applications or documentation may be disqualified.
The following must be submitted with your application:
All required degrees and transcripts; and copies of required current licenses. Indicate date license was first issued where indicated on application.
THE POSITION: This is a professional supervisory position in the Ulster County Mental Health Department primarily responsible for the supervision of clinical staff members in the provision of direct clinical services as well as direct delivery of ongoing therapeutic services. Supervision is received from the Mental Health Specialist Unit Leader or other clinical mental health professionals of a higher rank, with leeway for independent judgment. Does related work as required.
#34327 MENTAL HEALTH SPECIALIST-CLINICAL SUPERVISOR-CHILDREN’S SERVICES:
THE POSITION: This is a professional supervisory position in the Ulster County Mental Health Department primarily responsible for the supervision of clinical staff members in the provision of direct clinical services as well as direct delivery of ongoing therapeutic services to children and their families. Supervision is received from the Mental Health Specialist Unit Leader or other clinical mental health professionals of a higher rank, with leeway for independent judgment. Does related work as required.
MINIMUM QUALIFICATIONS FOR MENTAL HEALTH SPECIALIST-CLINICAL SUPERVISOR AND MENTAL HEALTH SPECIALIST-CLINICAL SUPERVISOR-CHILDREN’S SERVICES:
Note: For the clinical experience described below, work in substance abuse programs or units is not considered qualifying.
A. (1) Graduation
from a regionally accredited or
(2) Current licensure as a Psychologist issued by the New York State Department of Education; AND
(3) One year of post-licensure clinical experience as a primary therapist; AND
(4) Formal clinical supervisory training; OR
B. (1) Current licensure as a Certified Social Worker by the New York State Department of Education; AND
(2) Three (3) years of post-licensure, supervised clinical experience as a primary therapist; AND
(3) Formal clinical supervisory training; OR
C. (1) Current licensure as a Registered Professional Nurse by the New York State Department of Education; AND
(2) Graduation from a regionally accredited or New York State registered college or university with a masters degree including one year of clinical practicum or one year of post-degree professional nursing experience in mental health or psychiatric nursing in a position involving direct service to clients; AND
(3) Three (3) years of supervised clinical experience as a primary therapist; AND
(4) Formal clinical supervisory training.
THE POSITION: This is a professional supervisory position in the Ulster County Mental Health Department primarily responsible for the supervision of clinical staff members in the provision of direct clinical services as well as direct delivery of ongoing therapeutic services. Supervision is received from the Chemical Dependency Specialist‑Unit Leader or other clinical mental health professionals of a higher rank, with leeway for independent judgment. Does related work as required.
#31165 CHEMICAL DEPENDENCY SPECIALIST–CLINICAL SUPERVISOR-CHILDREN’S SERVICES:
THE POSITION: This is a professional supervisory position in the Ulster County Mental Health Department primarily responsible for the supervision of clinical staff members in the provision of direct clinical services as well as direct delivery of ongoing therapeutic services to children and their families affected by substance abuse. Supervision is received from the Chemical Dependency Specialist Unit Leader or other clinical mental health professionals of a higher rank, with leeway for independent judgment. Does related work as required.
MINIMUM QUALIFICATIONS FOR CHEMICAL DEPENDENCY SPECIALIST-CLINICAL SUPERVISOR AND CHEMICAL DEPENDENCY SPECIALIST-CLINICAL SUPERVISOR-CHILDREN’S SERVICES:
Note: For the clinical experience described below, work must have been in substance abuse programs or units.
A.
(1)

(2) A Master's Degree (clinical psychiatric/ mental health nursing program), including a one year practicum or one year post-degree experience if no practicum; AND
(3) Three (3) years of supervised clinical experience as a primary therapist; AND
(4) Formal clinical supervisory training; OR
D. (1) A master's degree from a
regionally accredited or
(2) Current certification as a Certified Alcohol Counselor or as a Certified Substance Abuse Counselor; AND
(3) Three (3) years of post-graduate supervised clinical experience as a primary therapist; AND
(4) Formal clinical supervisory training.
NOTES:
1. A separate eligible list will be established for each title on this examination announcement.
2. Passing candidates will have their names placed on the eligible list(s) for which they applied. Their names will be interfiled in order of final scores, regardless of the date on which they filed or took the test. The name of qualified candidates will remain on the eligible list for up to four (4) years. Appeal of ratings will not be allowed as the opportunity for retest exists.
3. You may compete in this examination once a year.
4. No further review will be allowed except verification of accuracy of scoring of paper (computational review).
5. Education must have been received at a regionally accredited college or university, or one recognized by the New York State Education Department as following acceptable educational practices.

your degree and/or college credit was awarded by an educational institution
outside of the
*FEES*: Send your check or money order for twenty dollars ($20.00) for each exam title (made payable to COUNTY OF ULSTER) with your application. Please include the examination number, title, and applicant’s name on your check or money order. DO NOT SEND CASH. NO REFUNDS WILL BE ISSUED, therefore, you are urged to compare your qualifications carefully with the qualifications for admission and apply only for those examinations for which you are clearly qualified.
EXCEPTION TO FEE REQUIREMENT: An exception to the processing fee will be made for persons receiving Supplemental Social Security payments or public assistance (Safety Net Assistance or Temporary Assistance to Needy Families), provided Foster Care or certified Workforce Investment Act of 1998 eligible through a state or local social service agency, and for those who are currently unemployed. Individuals wishing to claim this waiver of fee on the basis of Supplemental Social Security, Safety Net Assistance or Temporary Assistance to Needy Families, must certify on their application, under number 20 Remarks, that they are receiving public assistance and must indicate the type of assistance they are receiving, the agency providing the assistance and their case numbers. Persons claiming this waiver through Foster Care or Workforce Investment Act of 1998 Certification must specify the program and name of their contact agency. Persons claiming this waiver, who are currently unemployed must certify on their application, under number 20 Remarks, that they are currently unemployed and must provide documentation that they are receiving unemployment benefits or other unemployment documentation deemed appropriate by the Ulster County Personnel Officer.Such claims are subject to later verification and, if not supported by appropriate documentation, are grounds for barring appointment.

examination is being prepared and rated by the Ulster Personnel Officer in
accordance with the
CRIMINAL BACKGROUND INVESTIGATION POLICY: In accordance with Ulster County Local Law Number 14 of 2007, a criminal background check (including fingerprinting) will be initiated by the Ulster County Personnel Department upon initial employment or re-hire to Ulster County positions, and conducted by the New York State Division of Criminal Justice Services (DCJS), the New York State Office of Court Administration, the United States Citizenship and Immigration Services Verification Information System (IMAGE Program), or any law enforcement agency.

VETERANS: Non-disabled and disabled veterans who wish to claim additional credits must request a Veterans Credits application from our office. This form must be completed and submitted along with a war service (DD214) form prior to the establishment of the resulting eligible list. Veterans credits may only be added to a passing score and may only be used for appointment once. Candidates currently in the armed forces may apply for and be conditionally granted veteran’s credits. Any candidate who applies for such credits must provide proof of military status to receive the conditional credits. You may not claim additional Veterans Credits after the eligible list has been established. It is the candidate’s responsibility to request the Veterans Credits application forms and submit these forms and any required supporting paperwork before the eligible list is established.
ADDITIONAL CREDITS FOR CHILDREN OF FIREFIGHTERS AND POLICE OFFICERS KILLED IN THE LINE OF DUTY: In conformance with section 85-a of the Civil Service Law, children of firefighters and police officers killed in the line of duty shall be entitled to receive an additional ten points in a competitive examination for original appointment in the same municipality in which his or her parent has served. If you are qualified to participate in this examination and are a child of a firefighter or police officer killed in the line of duty in this municipality, please inform this office of this matter when you submit your application for examination. A candidate claiming such credit has a minimum of two months from the application deadline to provide the necessary documentation to verify additional credit eligibility. However, no credit may be added after the eligible list has been established.
