Current Initiatives | Economic Development Links Ulster Tomorrow | Ulster County Main Streets Program | Streamlining the Review Process Ulster County Riverfront Community Plans | Workforce Development Ulster Tomorrow: A Sustainable Economic Development Plan for Ulster County Ulster Tomorrow is the collaborative effort of Ulster County, Ulster County Development Corporation (UCDC), and the Ulster County IDA. This comprehensive economic development planning effort provides strategic direction on the structure of the delivery of economic development services in the County, a focus on key industry sectors including agriculture and the creative economy, efforts to streamline the permit process, and investment in infrastructure to support growth.Ulster County Main Streets Program The Ulster County Main Streets Program was initiated by UCPB in 2007 as a means of providing technical assistance to communities to ensure the vitality of our Main Streets as part of an overall economic development and quality of life strategy. In the past 2 years, the planning staff has worked with many stakeholders in communities throughout the county beginning the discussion on the importance of their Main Streets and to plan, fund, and implement improvements. Partnering with the Rural Ulster Preservation Company (RUPCO) on this approach, Ulster County has been awarded more New York State Main Street Grants than any other county in the state. These grants are being leveraged with other investments in our communities including transportation, housing, and infrastructure improvements. For more information, contact our office.Streamlining the Review Process One of the priority strategies of Ulster Tomorrow involves streamlining the land use review process. Economic development requires a coordinated and streamlined approach to local permitting. Fairness and predictability for key industries is required to support job retention and new job creation. To facilitate this, we are working with local municipal boards to implement creative development techniques that protect quality of life while shortening the review time and making it more predicable. This will include working to make sure that existing buildings can be utilized with minimal reviews and the generic environmental impact statements are in place to make sites more shovel-ready. The County’s “Red Carpet Team,” in addition to providing peer assistance to expanding and relocating companies, now includes the UCPB as a gateway agency for assistance in obtaining needed land use development permits. For more information on the Red Carpet Team, visit the UCDC website.Ulster County Riverfront Community Plans In 2009, Ulster County Planning will lead an initiative for its waterfront communities to develop principles, policies and actions to guide decisions that influence regional development, involve inter-municipal cooperation, and affect the quality of life. The effort will include identification of priority growth areas and the utilization of visualization techniques to give the public a much more concrete idea of how development will look and how it can be appropriately sited at a scale and density that is appropriate to the community. The Riverfront Study will provide a framework to address community development in a proactive and coordinated manner. For more information, contact our office. The Office of Employment and Training (OET) is a federally funded, locally operated program offering cost assisted training and placement services to employers, dislocated workers and individuals who meet our adult low income priority guidelines. Its mission is to enhance the economic vitality of Ulster County by developing or upgrading the skills of job seekers to meet the needs of local employers. OET is overseen by the Workforce Development Board, composed of business leaders and representatives from education, organized labor, rehabilitation agencies, economic development agencies, community based organizations, and public employment agencies.
