Transportation Plan The Ulster County Transportation Plan addresses short, medium and long-range issues concerning transportation's role in shaping the County’s future for the next twenty years. The goals of the Plan are to encourage the formation of partnerships and establish the basis for the adoption of polices, programs, and implementation funding that: "Provides for a safe and efficient multi-modal transportation system that supports the present and future needs of residents, visitors, and businesses of Ulster County and the region, that strengthens preferred land use patterns, protects the environment, preserves and enhances quality of life and can be achieved at a publicly acceptable cost."
