The Ulster County Non-Toxic Landscape Maintenance Act
Local Law No. 4 of 2009

This local law establishes the implementation of a non-toxic pest management (NPM) policy on all Ulster County owned or leased lands. The intent of the local law is to minimize and limit the use of toxic materials for pest management. It bans traditional herbicides/pesticides for landscape/maintenance but allows for the granting of waivers to use pesticide/herbicide in certain cases.

This act establishes the Advisory Committee on Non-Toxic Pest Management consisting of the following members: Commissioner of Public Works or designee, Coordinator of the Department of the Environment or designee, Executive Director of the Soil and Water Conservation District or designee, Director of Cornell Cooperative Extension or designee, and the Chairman of the Environmental Management Council or designee. The Advisory Committee will oversee and assist in the implementation of the NPM policy, including any decisions to grant waivers for the limited use of least toxic pesticides or herbicides.
